Dr. Liam Toth
Chief Medical Information Officer, KGS
Dr. Liam Toth is the Chief Medical Information Officer for Konaig Government Services. He previously served as the Chief of Health Information Operations for the Air Force, managing the portfolio and policy for operational health information technology before retiring as a Colonel in 2024. Dr. Toth is board certified in Pediatrics and Clinical Informatics and has a Master’s Degree in Clinical Informatics and Patient Centered Technologies. His primary goal is in utilizing technology to improve healthcare outcomes while simultaneously reducing non-value-added work for the clinical staff, and has interest in data interoperability, AI integration, and information transformation.
Carin Chapman
Director of Automation, KGS
Carin Chapman is the Director of Automation at Koniag Government Services (KGS), where she brings a wealth of experience to automation efforts across the organization, for everything from low-code development to AI initiatives. Currently, she leads the contractor support team for the Army Office of the Deputy Assistant Secretary of the Army for Procurement (ODASA(P)) Acquisition Innovation through Technology (AIT) team. In this role, she has helped bring a suite of intelligent automation solutions to the ODASA(P), including the Determination of Responsibility (DORA) bot, that save the Army over $37M and more than 687,000 work hours annually. In addition, she builds automations for internal use at KGS and has worked to bring process improvements and increase efficiencies at other organizations ranging from Army, Navy, and Air Force to the USDA, FEMA, and Department of State.
Karen Hay
Karen Hay is a public health leader with over 20 years of experience dedicated to improving population health through technology. As the former Executive Director of Public Health IT Solutions at the Ontario Ministry of Health, Karen spearheaded the development of critical digital health assets, including the province’s prescription drug repository and immunization repository. She also led Ontario’s pandemic technology response through COVID-19, developing and implementing new provincial systems for case and contact management, vaccine administration, and appointment booking. Now a Digital Health Transformation Executive at Salesforce, Karen helps government customers worldwide reimagine health services through innovative tech solutions.
Dustin Sexton is an experienced technical program manager and executive leader with over two decades of industry experience across various government and defense-related sectors. Currently serving as Vice President of Growth at Koniag Government Services, he is a recognized Salesforce expert, leading modernization and deployment initiatives. As a subject matter expert (SME) in loan and grant processes and technology, Dustin has played a pivotal role in streamlining and advancing these systems for various government agencies, ensuring efficient and secure operations.
Dustin has successfully overseen significant technical advancements in AI and SaaS systems and has a proven track record of leading large teams in the development and deployment of complex solutions. As Vice President of Growth and Technical Program Manager at Koniag, Dustin focuses on strategic leadership, technological advancement, and team development. One of his key responsibilities is building and leading the Salesforce practice, developing new capabilities that strengthen the operating groups across the organization. He also leads various modernization initiatives, utilizing advanced AI and SaaS technologies to ensure innovative, timely solutions for his clients.
